In compliance with Cir No 10, Hd Qrs Asst Com'sr Bureau R.F. & A.L, State of Va, C.S. 1866. I have the honor to submit the following report of the result of the transfer of the trial of cases to the Civil Authorities in Nottoway's & Lunenberg's Co's. Va. for the month of March 1867.

No cases in which the freedmen were concerned have been tried by the county courts during the past month, but a large number of petty cases have been heard and determined by Magistrates. These cases invariably went against the Freedmen as the leading points and merits of the cases showed that they would previous to being heard. If there was any probability of the cases going in favor of the Freedmen I doubt very much whether the magistrates could be induced to take cognizance of them. I assert that as long as the present class of magistrates are allowed to adjudicate Freedman's Cases, that the latter class will not receive the impartial justice they are entitled to,
