However in Lunenberg County, the administration of Law and Justice is a complete mockery. The Freedmen in that County have no rights or hope of success should a Citizen be their opponent in a case. Over a hundred petty cases between Freedmen and their Employers have been heard and determined by the Magistrates of this County during the past six months, and out of that number eight have been decided in favor of the Freedmen.

One Magistrate a Mr Royal to whom a large number of the Freedmen apply to, has waited on the Asst Supidt and reported that the other Magistrates are not disposed to perform their duty, that the evade it, that he has attended to nearly all their business, declines to do so any longer, and requested my assistance in compelling the other Magistrates to perform their duty.
