   In compliance with Paragraph VI. Circular No 10. from Head Quarters. Asst Comr. B. of R. F. + A L. State of VA. dated Richmond Va. March 12th 1866, I have the honor to submit the following "Report" showing the operation and result of the "Order" restoring to the Civil Courts, jurisdiction over colored persons &c for the month ending March 31st 1867.
   By reason of the fact that in referring to the Civil authorities, those cases in which colored persons appear as parties, I still adher to the determination to send no cases to those Magistrates who in my judgment would be influenced.
