Jury, but none of the parties aggrieved presented themselves; and of course no white person, although cognizant of the facts, would ever take a step in that direction. This failure to bring such matters forward is most unfortunate, as it only encourages other evil disposed Whites to believe that they can with impunity indulge in like offenses.

In my Report of Nov 30th pursuant to Circular No 6, I  named a case of an assault which had been committed on "Burwell Johnson", freedmen, by "Beverly Carper" - White - and others; and I at the same time stated that Mr "Thos H Bernard,", Presiding Justice, had promised that he would himself bring the matter before the Grand Jury in March -. This he failed to do.

There were of course, as usual, various complaints during the month of minor and incessant wrongs, which cannot all be detailed, as they would swell this Report to too large a bulk.
