Office Asst Supt. Bur R.F.& A. L. Sub Dist of Essex. King & Queen, and Middlesex Counties Tappahannock Va. April 1. 1867 Wentworth, Watson R. Lieut. and Asst. Supt. In compliance with Cir No 10. dated March 12, 1866, reports seven freedmen were tried in the last Court in Essex Co. for stealing. Could not see but what they were fairly tried, five acquited, two found guilty, and whipped at the public Whipping Post. The order prohibiting whipping was received two hours afterwards.
