In compliance with Cir No 10. dated March 12, 1866, reports seven freedmen were tried in the last Court in Essex Co. for stealing. Could not see but what they were fairly tried, five acquited, two found guilty, and whipped at the public Whipping Post. The order prohibiting whipping was received two hours afterwards. The freedmen had their choice to be whipped or go to Jail, they chose the former.
