General;
   I have the honor to report the following in compliance with Cirular No. 10  of date March 12th 1866.
   Seven Freedmen were tried in the last Court held in Essex County for stealing different trifling things. I could not see but what they were fairly found guilty and whipped at the public whipping post, (the order prohibiting whipping as punishment for crime was received two hours afterward) but the Freedmen had their choice either to take the whipping or go to jail, they chose the former.
   There has been none tried in either of the other two counties, to my knowledge.
