Maj. W.R. Morse
Supt. 4" Va District

Sir:
In compliance with Cir. No. 10, Hd. Qrs. A. Com. of Va I attended the trial of thirteen persons concerned in the whipping of Thomas Jefferson (colored) in January last, at Louisa C.H. on the 30 ult. before the examining Court. All of the parties were bound over in the sum of one hundred dollars each to appear before the circuit court of Louisa County on the 20 inst. to answer an indictment for riot. No proposition to compromise the matter was made by the parties. Thomas Jefferson offered two lawyers (with my approval) half they could make in an action for damages; but as this action would depend for success somewhat upon the result of the criminal trial the lawyers were undecided as to whether they would take the case or not.
Very respectfully
Your obt. Servant
