In accordance with the provisions of Par 6. Cir no 10. Bureau R F A L office Asst Comr. Richmond. Va. Mch 12th 1866, I have the honor to report that the order restoring to the civil authorities, jurisdiction in criminal cases over col'd persons has resulted favorably with reference to the interests of the latter during the current month.

They have been treated with impartiality and fairness, and the law respecting their testimony has been carried out in good faith.
