In compliance with Circular No 10 Series 1866 from Hd Qrs Asst. Com'r State of Virginia, I have the honor to report. That so far as I can learn the Civil Authorities of this Sub-District have administered the law in a fair manner. In all trials at which I was present, a disposition was manifested by the authorities, to deal fairly and impartially by the Freedpeople. Since the passage of the Military Reconstruction Bill, there has been a very perceptible change in the administration of Law and Justice in favor of the Colored People.
