In accordance with Par VI. Circular No 10. from Head Quarters Asst Com'r Bureau of R.F. & A.L. State of Va dated at Richmond Va. March 12th 1866, I have the honor to submit the following Report, showing the result of the operation of the "order" pertaining to the Civil Courts jurisdiction over colored persons in civil and criminal cases, and for the Month ending with April 30th 1867.

The comparatively small number of criminal cases in the Dockets in the four counties comprising my Sub-district and the character of these cases certainly indicate that the colored race
