I am unable to report any case wherein in my opinion, any injustice has been done a colored person, either in the manner, in which the complaint was received, and acted upon or where in considering the facts, any partiality at prejudice was betrayed either for or against the colored party.

Neither has any rumor reached my ears to the effect that any Magistrate or another authority vested with the power of instituting or regulating proceeding in the Civil Courts has evaded his duty, or inflicted injustice any wrong upon a colored person by refusing to receive an oath, or sworn statement by which, a trial or prosecution could have been avoided or prevented.

This line of policy in selecting certain Magistrates to dispose of cases, has been productive of great good to all. By bringing the races together, they understand each other better, and this to a great extent overcomes the
