In compliance with Cir No 10. Hd Qrs Asst Com'sr, State of Va, C.S. 1866 I have the honor to submit the following Report for this Sub Dist, for the month of April 1867.

The administration of law and Justice by the Civil Authorities of Nottoway County, as exhibited in the trial of two important cases in which Freedmen were parties, during the past month, was prejudiced and extremely unjust, more so than at any time during the past nine months since I assumed charge of the County. The particulars of the cases I report to will be found in two special Reports accompanying this Report, There are a few conscientious high minded Justices in the County, but the majority of them I regret to state are affected with a "constitutional" prejudicial against the Freedman, which their removal and a Military Court alone can remedy.
