In Lunenburg County a few of the Justices are commencing to attend to Freedmen's Complaints with some slight degree of fairness and promptitude, but the majority of these Justices are not yet to be trusted, The exercise of authority by the Asst Supdt Conferred by S.O. No. 41, Hd Qrs Asst Comiss April 1st 1867, Is gradually working and in a short time will have an excellent effect. Though if the Justices were all disposed to perform their duties, they have a very lawless class of citizens to control, as it is now, the latter class control the Justices. The Citizens of the County when sitting on Juries exhibit of a bitter prejudice against the Freedman as apparent in their unnecessary severe and extreme Verdicts whenever a Freedman is the offender, I referred three cases of beating of the Freedman to the Grand Jury of this Co, in each case they found a true bill of indictment against the party, and they will be tried next Circuit Court. Two months ago, this action would not have been taken in Lunenburg COunty,
