I have the honor to report in Compliance with Circular No 10 Par 6 Hd Qrs Asst Comr B R F & A.L. State of Va dated Richmond Va March 12th 1866 the result of transferring to Civil Authorities jurisdiction in criminal cases over colored person with reference to the interests of the latter.

No cases have been brought before the County Court at Culpeper Va during its term this month - & none in the County of Rappahannock Va.
