Sir-
I have the honor to make the following report in obedience with Par. 6 Cir No. 10 Hd Qrs Asst Comr State of Va. 
During the past month there has been but one case before the Civil Courts, in which Colored men were a party.

This was that of a Colored woman who was charged with stealing a pig — but was discharged, as there was no evidence to sustain such charge.

So far as I have been able to judge, during the short time, I have been here, the Civil authorities have shown a disposition to deal fairly with the balance.
