I have the honor to state, that in my Div, consisting of the Counties of Campbell, Appomattox, Amherst, & Nelsen, that there has been a decided change for the better in the administrations of the laws, by the Civil Authorities, in all cases to which freedmen are a party, since my Feby. report. the Magistrates have shown a greater willingness to give freedmen a hearing and there have been less complaints in consequence.

I have attended as many of the Courts as possible and have no complaints to make of unfairness, in the treatment of Freedmen charged with crime
