Bu. R.F. and A. Lands, Office Sub Dist Frederick & Clark Cos. Winchester Va April 30th 1867 Bvt Brig Genl O Brown Asst Com'r State of Va General In compliance with Par 6th Circular Order No 10 B.R.F. and A. Lands dated Hd Qts Asst Com'r State of Virginia March 12th 1866, I have the honor to report that there has been but two (2) cases brought to my notice under this paragraph, one of which was in this City Mr William Evans (Freedman) was arrested upon a complaint made against him befor the Mayor of the City Mr W Y Conrad by one Mr W.W. Goldsburrough (one of the proprietors of the Tyler [[?]]) on or about the 18th inst. for keeping a dis-orderly House, and the Freedman complains of injustice having been done him by the Mayors refusing him the privilege of presenting witnesses in his behalf, but as the Freedman did not notify me of his arrest and examination which he might have done
