In compliance with requirements of Cir. 10 S. 1866 B R.F & A.L, I have the honor to report that no Criminal Trials involving the rights of Refugees or Freedmen have occurred since my assignment to this District April 3d/67

I learn that in Highland County, some Refugees have been hardly dealt with at courts held previously; but I have not been able to procure full details on which to found a report
