In compliance with Cir No 10. dated Bureau of R.F. and A. Lands. Head Quarters Asst. Commr State of Va Richmond Va March 12th 1866. I have the honor to report that, in my opinion, [[strikethrough]] that [[/strikethrough]] all cases in which Freedmen have been interested, before the civil courts of this County, during the present month, they have recd justice, On the 30th of March, last — subsequent to my last report — one Jno W. Cox a white man, of this County .shot a Freedman by the name of [[Lute? Sute?]] Champ, with the intention no doubt, of killing him, but, as good luck would have it, the ball took effect in his shoulder, whereupon he, Cox, fired again, the ball taking effect in the nose of the horse, which Champ was
