been men of the rarest capacity and judgement, of the strictest integrity, and most untiring energy, I presume the interests of the Freedpeople, in their present condition, would have been better answered by the retention of the Bureau courts. But as it was, and is, impossible that all should be such men, I cannot say that, on the whole, considering that we still retain a sort of supervisory power, they have suffered by the transfer in question, so far as the counties of Rockbridge, Bath and Alleghany are concerned.
In thus reporting for the last mentioned two counties I wish to be understood as being less positive than in regard to Rockbridge, for the reason that I have not visited either one of them during the month. All the reports however that I hear from them are favorable as to the good treatment of the Freedmen by the civil authorities and, indeed, there are comparatively few blacks in those counties.
