Captain - I have the honor to make the following report of the administration of Civil Justice in the Counties of Montgomery, Pulaski and Giles, 3rd Div. 8th Sub. Dist. State of Va, for the month of May 1867.
As far as I can learn, the Freed-people have been protected in their rights both of person and property, and awarded just decisions in all cases of prosecution or trial before the Magistrates and Courts. The Case of Thomas and Othello Fraction, referred to in several former reports, was at the last term of the County Court for Montgomery County, dismissed without trial. The proceedings were quashed on the grounds, that they could not be tried the second time for the same offence - the Military having disposed of the case, previous to granting them honorable discharges from the Service of the United States. 
No freedmen are now in the custody of the Civil Authorities, for any offences whatever, throughout this Division.
