I have the honor to report in compliance with Circular No 10 Bureau R F: & A L. H'd Qrs Ass Comr: State Va Richmond Va March 12th 1866. The condition of Bureau affairs in my Division is not materially changed since my last report. There have been no cases of ill treatment reported me during the month. In all Civil cases the Civil Authorities have delt fairly and impartially by the Freedmen
