I have the honor to transmit the following Monthly Report for the month of May 1867, in compliance with Circular No. 10, Bureau R.F. & A L, Head Quarters Asst Comr Va. Richmond Va. March 12th 1866, of the manner in which the Order restoring to the State authorities jurisdiction in the trial of Criminal cases of Freedmen has resulted in the 3rd Division 1st Sub District Va., consisting of Nansemond and Isle of Wight Counties Va.

The Magistrates of this Division now seem more disposed to do justice to the Freedmen in Criminal cases than heretofore, caused from the fact that their positions as Magistrates hereafter in a great degree will be depending on the Freedmen when allowed to vote, and that is the only way in which they could be made to respect the evidence of a Colored man, and place any degree of Faith in it. When the Colored man had no voice in the election of the Magistrates, they felt their independence, and thought they could do as they pleased, with the Colored man, being disposed to render all manner
