General. 
In Compliance with Circular No 10 Series 1866 from Hd Qrs Asst Com State of Virginia I have the honor to report that so far as I can learn, the Civil Authorities of this Division of the 1st Sub Dist have administered the laws justly, in all cases tried by them, excepting in the case of Henry Portlock, who was tried before Judge Tabb of the Corporation Court, a special report of which case was made on 21st inst. No Criminal Cases were tried before the County Court at its last session, and there is a great falling off in the number of Crimes Committed by Freedmen
