In accordance with Par. VI. Circular No 10. from Head Quarters, Asst. Comr. Bureau of R.F. and A.L. State of Va, dated at Richmond, Va. March 12th 1866., I have the honor to submit the following "Report," showing the result of the operations of the Order, restoring to the "Civil Courts" jurisdiction over colored persons, in civil and criminal cases, in the above named Counties, during the month, ending with May 31st 1867.

I have had during this month, no cases reported to me, in which, in my judgement any injustice has been inflicted upon a colored person. by any
authority vested with the power of instituting or regulating proceedings in Civil or Criminal Cases, by the refusal on the part of said authority, to receive sworn statements or by neglecting to examine into, or adjudicate difficulties
