In Obedience to Par VI Circular No. 10 series of 1866 Hd Qrs Asst. Comr. State of Virginia. I have the honor to report that there have been no criminal cases of Freedmen before the Civil Courts of Brunswick or Greenville Counties during the last month. In all civil cases wherein Freedmen are interested or engaged against whites it is with the greatest difficulty that the local magistrates render anything like even-handed justice.
