Captain -
In obedience with Par 6 Cir. No. 10 Hd Qrs Asst Comr. State of Va, I have the honor to report that there has been but one case of a criminal nature before the Civil Courts of this County, the current month in which colored were a party. This was that of a Freedman charged with stealing twenty dollars. The evidence in this case was conclusive and the jury found a verdict accordingly- This was at the Circuit Court which is still in session  the Judge has not yet pronounced his sentence.

In the matter of obtaining complete justice by Freedmen and Loyal Whites in the Civil Courts, I do not consider in any degree certain, particularly in cases
