In compliance with Cir No 10. Mch 12. 1866 reports all cases of a criminal nature tried by Civil Courts in 1st Division were treated with impartiality and fairness, except the cases of the Commonwealth vs Corbin Crutchfield which has been fully reported. Thinks freedmen can get justice before the Magistrates. - but not before a Jury.
