Brevt Brig Genl O Brown Asst Commissioner Richmond Va General, In compliance with Circular No 10. Bureau of RF & A Lands, Richmond Va, dated March 12th 1866. I have the honor to report that all cases of a criminal nature tried by the civil courts in the 1st Division 6th Sub Dist Va. - to which colored persons were parties - were treated with impartiality and fairness and the law in regard to their testimony was - I think - carried out in good faith with one exception, that was in the case of the Commonwealth vs. Corbin Crutchfield which case has been fully reported by me, I think that the Freedmen can in cost cases get justice before the Magistrates of my Division they knowing that they are responsible for their acts but a freedman has no chance of Justice before a
