Capt. In Compliance with Circular No 10. Series of 1866, I have the honor to report that no cases of unfairness or injustice in trials where colored persons were interested parties have been reported. The Asst. Sub. Asst Com'r, in each division report that the Freedmen are treated impartially and with fairness. The Enquiry has been made of Freedmen in most of the Counties in the Dist. whether they were treated with fairness and impartiality in the courts. The answer has generally been we are treated impartially when we have the protection of the government. This answer will apply to all the counties in this District. They deal impartially because they fear to do otherwise
