In compliance with Circular No 10. Hd Qrs Asst Coms'r State of Va. C.S. 1866, I have the honor to submit the following Report for the Co's of Nottoway and Lunenburg Va, for the Months ending June 30th 1867.

Freedmen's complaints are treated with more consideration by the Justices now than formerly. This is particularly so in Lunenburg County. There are now about five Justices in that County, to whom the Asst Sub Asst Commissioner may refer a Freedman's case with the belief that it will be attended to promptly and impartially. There is a favorable change gradually working in the Justices of this County. And it is to be hoped that in a month or thereabouts That there will be no necessity for my exercising the Functions of a Justices Court. The Authority conferred as Military Commissioner I hope will be sufficient to remedy
