Pursuant to instructions contained in Circular No. 10 Series of 1866, I have the honor to report that the "State" of feeling existing between the White People and Freedmen of this Division, to be quite good. The "Military Bill" is working wonders in the matter of restoring confidence among all classes, and the Freedmen no longer fear that they will not be protected in their rights. The leading citizens of Henry are advocating the educating of the Freedmen, while in Patrick there is not quite so much unanimity of opinion on the subject. The Freedmen of both sexes, generally are very industrious, and quite saving, showing a decided desire to own small tracts of land themselves.
