General:
I have the honor to submit the following report, in compliance, with Circular No 10 C.S. dated Hd. Qurs. Asst. Comr. State of Va Mch, 23rd 1866. Owing to Registration & the duties connected therewith, I have not attended all the Courts in my Division. At Appomattox & Campbell Courts, there were no Freedman tried for crime. I have had no difficulty in getting a prompt hearing from the magistrates, in all cases of assault made upon Freedmen by the Whites. Complaints of this kind are less common than usual, & none this month have been of an aggravated nature.
