In the two first cases as they were reported to me, the Freedmen lost their cases from a lack of sufficient evidence to substantiate their claims

In this County there is but one or two magistrates who will render a decision in favor of a Freedman against a White man unless the evidence in favor of the Freedman greatly preponderates

In cases where the only evidence is the statement of each party, although the circumstances may be in favor of the Freedman judgement will almost invariably be given in favor of the white man

I am very respectfully
Your obedient servant
Sam'l W. Carpenter
Capt. V.R.C. and A.S.A.C.
