I have the honor to make the following report of the administration of civil justice in the counties composing this Division, for the past month. 

In the County of Pulaski a colored man named King Haley was arrested on the 18th day of April 1867, and lodged in Jail, for the alleged offence of horse stealing. Since that time no examination or trial has been granted him by the County Court, although at each successive term of the Court, his counsel were ready to defend the case. He is still kept in confinement on the mere warrant of the committing Justice, notwithstanding by the Act of April 27/67 (Code of Virginia) "it is required that a prisoner for felony shall have his trial within three terms of the court after commitment, or shall be forever discharged."
