I have the honor to make the following report of the administration of civil justice in the 8th Sub Dist State of Virginia

In the 1st Sub Division Lieut C. McDougall A.S.A.C. Reports that civil justice is nominally impartially administered although practically there are many embarrassments thrown in the way of the Colored men.

For the 2nd Sub. Division Capt J. O. Oneill A.S.A.C. Reports "civil justice to be administered impartially".

For the 3d Sub. Division Bvt Capt. C. S. Schaeffer A.S.A.C. Reports to the case of King Haley, arrested on the charge of horse stealing and lodged in the jail and still detained without examination or trial unlawfully.  This has been referred to Mill Hd. Qrs. with a petition for his release and returned to
