with instructions for further report,

He also reports the case of murder of John Cotrell (colored) by a young man named Joseph Pratt, which case has been referred to Mill Hd. Qrs, and returned to Bvt Capt. C.S. Schaeffer, with instructions for special action of Mill. Comr.

In the 4th Sub. Division Brevt Capt. H.L. Hunt. A.S.A.C. Reports, "he does not think the Courts inclined to do injustice "to the Freedmen" and reports a case where a Freedwoman charged Bastardy upon a White man and the Courts could find no law in the State of Va. bearing upon the case.  He has been instructed to inform the court that no distinction on account of color was admissible, and that the same law applicable to White in similar cases should be applicable to colored.  Referring to the law upon illegitimate  children in the Code of Va.  Also the act of Gen'l. Assembly passed Feby 27th, 1866, relative to criminal laws applicable to Whites too (See acts of 1865 and 1866) page 84) Further report in this case will be made.
