General:

Pursuant to Par. VI, Circular No. 10, Series 1866, Hd. Qts. Asst. Comr. I have the honor to submit the following Report.

No case in which a colored person was interested came up before the County Court of my Division this month; nor have I heard of any being elsewhere adjudged during the same time; neither have there been any apprehensions for the past four months and the complaints for the month have been of little or no note.  This most extraordinary condition of the community is certainly as satisfactory as it is remarkable; and, as far as the freedmen are concerned, in itself speaks volumes.

Under these circumstances no occasions has offered to judge of how the several orders, by restoring to the Civil Authorities jurisdiction over cases in which colored persons are concerned, have resulted with regard to the interest of the latter.
