In obedience to par. VI Circular No. 10. series of 1866 H'd Q'rs Asst Com'r. Bureau R.F. & A.L. State of Va. I have the honor to report that the Civil Authorities are treating the Freedmen with less justice every day. in all the cases that have been brought before them. No arrests have been made of Freedmen during the last month. under charges of larceny or other criminal offenses. 

As Military Commissioner I have been obliged, by the inaction of the Civil Authorities to cause the arrest of three white men for assaults upon Freedmen with intent to kill. One case, that of W.D. Hicks I have already reported. When the arrests were made I directed that they be turned over to the Civil Authorities, who would have dismissed them but for
