In accordance with Par. VI, Circular No 10 from Head Quarters, Asst Commissioner, Bureau R.F & A.L. State of Virginia, dated Richmond Virginia, March 12th 1866. I have the honor to submit the following "Report" showing the result of the operations of the "Order" restoring to the "Civil Courts" jurisdiction over colored persons in "Civil and Criminal cases" in the above named Counties during the month ending with July 31. 1867. 

I have nothing new to report concerning the operations of the foregoing order — unless it be, that this has by manner in which Freedmens cases are disposed of by the Courts, so transpiring as it does, the fact that the duty is a disagreeable one to these Officers, only serves to deepen the conviction in my mind, that if they had full sway, the colored man would realize but little justice from these same Courts, And yet I
