In compliance with Par VI Cir. No. 10. Series 1866, Bureau of R.F. and A. Lands Head Quarters Asst. Comm'r State of Virginia, I have the honor to report that, all cases tried by the civil authorities in which Freedmen have been engaged during the present month have, as I believe, been decided in an equitable manner.

In the above statement, I refer to the action taken by the Civil officers in trying cases and not to preliminaries, such as issuing warrants &c  Your attention is invited to the accompanying report, as called for by Par V of the above named Circular.
