In compliance with Par V, Circular 10 Series 1866. Bureau R. F and A.L. Head Quarters Asst Commr State of Virginia, I have the honor to report that, on the 12th inst. Hester Brook, Freedwoman, was assaulted by one Fairfax Miner, White, She - Hester - immediately applied to James Wallace J.P. for a warrant for Miner, but was refused by that officer the legal redress which she sought, he telling her that, he could not attend to her case, and, did not even give her a hearing. This was in the morning. I was about on that day, attending to registration, and did not return until evening. Soon after my return Hester, aforesaid, came to my office and made her complaint. Immediately called on Squir Wallace, and enquired of him if Hester Brook had  that
