In compliance with Par. 6- Circular No. 10. dated Hd. Qrs. Asst. Comr. State of Va. Richmond Va. March 12th 1866. I have the honor respectfully to make the following report. With reference to criminal trials before the civil courts in which Freedpeople are a party interested I will state that these cases for the present month have been comparatively few and in disposing of said cases the courts are becoming less prejudiced and bigoted giving more weight to the testimony of a colored person than heretofore.
