I have the honor to transmit the following Monthly Report for the Month of August, 1867, in compliance with Circular No 10. Bureau. R. F. & A L. Head Quarters, Asst Commissioner, Virginia, Richmond, Va March 12th 1866. of the manner in which the Order restoring to the State Authorities, jurisdiction in the trial of Criminal Cases of Freedmen, has resulted in the 3rd Division, of the 1st Sub District, Virginia, consisting of the Counties of Nansemond and Isle of Wight Virginia.
 
The Magistrates and Jurymen in this Division, are too much prejudiced to do Justice in the trial of Criminal Cases of Freedmen, If a Freedman is really guilty of a crime, and the Jury cannot exercise their prejudices in any other way, they then resort to the infliction of a longer period of imprisonment in the Penitentiary then the atrocity of the crime would justify.

It is a thing impossible in this locality for a Freedman to be believed capable of telling the truth, when once suspicioned of a crime, and the evidence of Colored people is received with a very small degree of Faith.
