in compliance with Circular No 10. Hd Qrs Commissioner State of Virginia I have the honor to report no case of injustice on the part of the Courts or Magistrates of this County toward the Freedmen, as coming to my Knowledge, since my last report. 

Very little crime is committed by the Freedmen. I never knew so little in any community the size of this
