In compliance with Paragraph 6 Circular No 10. Head Quars. Bureau R. F. and A. L. State of Virginia of date March 12, 1866, I have the honor to report that there has been no reason to complain of unfairness or partiality in any criminal case - to which colored persons were parties - that has been before the civil authorities during the month of August inst.

So far as my knowledge goes the Law respecting testimony of colored citizens has been carried out.
