Bureau RF and A Lands Office A.S.A.C. 3rd Div 6th Sub Dist Tappahannock, Essex Co August 31, 67 Wentworth, Watson R 2nd Lieut V.R.C. A.S.A.C. Reports, in compliance with Circular No. 10 dated Hd Qrs Asst Comr March 12/66 [[strikethrough]] R [[/strikethrough]] that all cases tried before the Civil Courts in his Division and in which freedmen were concerned were treated with impartiality with exception of one case, brought before a Justice of the peace, viz: a freedman was convicted [[strikethrough]] with [[/strikethrough]] for stealing a hog, Value $10, he was sent to jail for felony, bail refused, his crime being misdemeanor instead of felony - had him returned to the Justice of the peace, who thereupon admitted him to $250 bail, which was reduced to $100. 10 [[stamp]] STATE OF VIRGINIA.
