General:
Pursuant to the requirements of Circular No 10. Series of 1866, I have the honor to report, that but one case of injustice has come to my knowledge this month, in the administration of the Civil law, in a criminal case, wherein a freed person was interested, viz; that of Dr Saunders for cutting beating & shooting at Maria Abbitt Cold. The jury found: "not a true bill." The testimony in the case I forwarded to the Major Genl. Commanding.  Your attention is called, to the accompanying report of Cases which have come before me during the month, & which I have acted on in the capacity of Military Commissioner.
