I have the honor to make herewith, the required report of the administration of "Civil Justice," in the 1st Div, of the 8th Sub. Dist, State of Virginia, consisting of the Counties of Wythe, Bland, Tazewell, Smythe, Grayson, & Carroll for the month of August, to wit

There has been but one case of flagrant violation of law in which a Freedwoman was a party- This was a case of assault & battery against Mrs Mathews & Dr Huff for beating Minnie Triggs their hiered girl. The case was tried before Esquire Umbarger- the fact of the Assault & Battery were clearly proven stil Umbarger dismissed the case on the ground "that it was not a very aggravated one"  I shall have the parties indicted
