I have the honor to make the following report of the administration of civil justice in the Eighth Sub. Dist. State of Virginia.

In the 1st Sub Division Lieut. C. McDougall A.S.A.C. reports one case of flagrant violation of the Law in which a Freedwoman was a party. This was a case of assault and battery. The assault was clearly proven but dismissed by the Magistrate on the ground that it was not an aggravated case, the case will be brought before the Grand Jury at the next Court. The Magistrate is recommended for removal for Malfeasance and incompetency.
 
In the 2nd Sub. Division Captain J. O. Oneill, A.S.A.C. Reports "civil justice impartially administered in all cases both White and Colored" Reports two cases acted upon as Mil. Commissioner.

In the 3rd Sub. Division Brevt. Capt. C. S. Schaeffer. A.S.A.C. Reports several cases of complaints all of which were satisfactorily
